Yes. Managers always have full access to the application through their web login which can be accessed from anywhere using a web browser. Managers can decide to provide web-access to staff members as well, in which case staff members can also access login via a web browser to create/update observations. Managers also have the option to selectively provide the web access to key staff members such as room leaders.
